The day begins with a dynamic International Plenary Session, bringing together municipal leaders, policymakers, and global change makers. Discussions will focus on innovative governance, resilience in times of crisis, and the evolving role of cities in addressing global challenges. A special emphasis will be placed on innovation during times of emergency, showcasing how local governments around the world are developing adaptive, forward-thinking responses to unprecedented situations. In times of disruption, how do cities not just recover—but grow stronger? MuniWorld 2025 explores how emergency-driven innovations can become long-term solutions, and how local resilience is key to national stability.

As antisemitism grows worldwide, mayors are on the front lines.
This session brings together municipal leaders from around the globe to discuss how they’re protecting Jewish communities, fostering inclusion, and responding to hate.
At the same time, Israeli mayors face a dual challenge—defending their communities while navigating growing isolation on the international stage.
How can cities collaborate to confront rising antisemitism and preserve democratic values?

Expert-guided tours will be offered throughout the day to provide deeper insight into the displays and their relevance, particularly in fostering municipal resilience and emergency preparedness.
Commemoration of the 60th Anniversary of Diplomatic Relations between Israel and Germany - 14:15
Organized by the Konrad Adenauer Foundation and the Federation of Local Authorities in Israel
We will host a special commemorative event marking 60 years of diplomatic relations between Germany and Israel. This symbolic moment will reflect on the journey of reconciliation, partnership, and shared values between the two nations. Expect participation from high-ranking German and Israeli officials, alongside cultural and historical reflections that underline the depth of this bilateral relationship.
